They're shielded.&lt;br /&gt;&lt;br /&gt;But just like any wayward weight watcher, our national belt will need to be continously let out in order to accomodate a glutoneous appetite.&lt;br /&gt;&lt;br /&gt;The bill now goes to George Bush for his signature.&lt;br /&gt;
